The purpose for this page is to share with our community the list of services and service provider categories we need in our region as determined by our Resource Development department. This team identifies these needs through consultation from our case management staff, clinical staff, and various community groups and forums. If you are a professional qualified to provide any of the following services please consider pursuing our RFP process. Description of Project:
Valley Mountain Regional Center is issuing a Request for Proposals (RFP) to qualified vendors to provide Coordinated Career Pathways to serve individuals 18 years of age and older.
The Coordinated Career Pathways (CCP) program has been approved by the State of California for development and implementation.
The CCP service will be designed with the intent to support regional center eligible adults with personalized career planning and action steps. Services will be tailored to the unique needs of each situation and will be respectful of the language, ethnicity, and culture present in the family home setting.
Coordinated Career Pathways will be vendor under Service Code 956. A CCP provider will be responsible for coordination and provision of the below listed supports to adults exiting work activity programs, subminimum wage settings, or within two years of exiting secondary education. CCP may include the following:
1. Career Pathway Navigator. Supports the individual and their family to navigate through career planning and identifying what is needed to achieve identified career goals.
2. Customized Employment Specialist. Assists the individual in securing a job that is customized to their unique talents, skills, and interests that match the needs of an employer.
3. Services are limited to 18 months which can be extended an additional 6 months to a total of 24 months based on individual need. Not intended to be a full-time service. It can be used alongside other employment or community integration services.

Eligibility of Applicants (either sole proprietors or agencies):
Applicants must be able to provide relevant licenses, certifications and/or credentials as required by the State of California to practice in the field being offered. In addition to the provision of valid certificates, the applicant shall have at a minimum, one year of experience working with persons with developmental disabilities.
Criteria for Selection:
All applicants submitted that meet the minimum eligibility requirements shall be considered for vendor approval. Career Pathway Navigator (CPN) minimum qualifications include a bachelor’s level degree with 3 years’ experience in the field of developmental disabilities service systems or an Associates-level degree with 5 years’ experience. The CPN must have completed a course or training in person-centered thinking/planning and hold either an Association of Community Rehabilitation Educators (ACRE) certificate with an emphasis on Customized Employment or Association of People Supporting Employment First (APSE) Employment Support Professionals (CESP) credentialed. Must be knowledgeable of the service delivery systems including the regional center and generic services for community integration and employment.
Customized Employment Specialist minimum qualifications require ACRE Certification with an emphasis on CE or CESP Certification. The CES qualifications include an Associates-level degree (preferred) or a high school diploma (or equivalent). A CES should have a strong track record of relevant work experience and qualifications, including demonstrated professionalism, effective communication, problem solving aptitude, adaptability, and client/individual focus. The CES must possess skills for implementing CE elements such as business engagement, job analysis, discovery, and systematic instructions.
Reservation of Rights:
VMRC reserves the right to select a provider for the services described in this Request for Proposal without further negotiations. VMRC may, at its sole discretion, select no applicant for these services if, in its determination, no applicant is sufficiently responsive to the need.
Costs for Proposal Submission:
Applicants responding to this Request for Proposal shall bear all costs associated with the development and submission of their RFP Application Packet. No costs shall be charged to VMRC, the Department of Developmental Services, or the State of California.
